Kazakh language proficiency assessment system-KAZTEST
The KazTest system was created on the basis of the National testing center in 2006 to assess the level of knowledge of the Kazakh language of citizens of the Republic of Kazakhstan and foreign citizens operating in the territory of the Republic of Kazakhstan.
KazTest is a domestic system for assessing the level of Kazakh language proficiency in accordance with the principles and requirements of international systems for assessing the level of language competence, such as TOEFL, IELTS (English language proficiency assessment systems), TÖMER (Turkish language proficiency assessment system), TRKI (Russian language proficiency assessment system).
The content structure of KazTest includes 4 blocks:
Listening includes dialogues, monologues, and 30 content items;
Vocabulary-grammatical structure - 70 items to determine the use of grammar, vocabulary;
Reading-texts of different content and style, includes 50 items;
Writing is written work such as dictation, exposition, and essay, depending on the level. The number of items varies from 2 to 4.
The main activities of KazTest are the development of test items and their application for testing in order to assess the level of proficiency in the Kazakh language.
The development of test items is based on the Protocol decision of the Prime Minister of the Republic of Kazakhstan dated October 3, 2005, No. 24-5 \ 007-321 "on creating a system for assessing the level of Kazakh language proficiency and the corresponding teaching methodology".
Currently, a certain base has been formed for evaluating and measuring the language knowledge of the test takers.
Today, scientists-linguists, methodologists, specialists in the field of testology (KazNU. al-Farabi Kazakh national University, "Nazarbayev University", the University of S. Demirel, KazNPU named after Abay, ENU. L. N. Gumilyov, Institute of linguistics named after A. Baitursynov, Institute of literature and art named after M. Auezov) developed and put into operation more than 100 thousand test items for the KazTest system. The content of test item is regulated by National standards that define the requirements for communicative language competence of the Kazakh language (ST RK 1926-2015, ST RK 1928-2015, ST RK 1927-2015, ST RK 1925-2015, ST RK 1929-2015).
In order to increase the requirements for experts and developers of test items, since 2017, developers and experts of KazTest test items are selected on a competitive basis.
Every year, the National testing center conducts advanced training courses for developers and experts of KazTest test items.
Over the past 3 years for the above-mentioned specialists held courses specialist center of TRKI, Director of the Center TÖMER Turkish Republic (the Central teaching, research, and practice Turkish language) Nezir Temur, Professor of the Moscow state University.

Using the KazTest system is carried out on the basis of the following regulatory documents:
- State program for the implementation of language policy in the Republic of Kazakhstan for 2020-2025;
- National standards that define the requirements for proficiency in the Kazakh language;
- Technology for testing using the KazTest system.
According to the State program for the development and functioning of languages in the Republic of Kazakhstan for 2011-2019, the KazTest system is determined by the mechanism of the target indicator for step-by-step increase in the share of citizens who speak the state language.
Since 2019, according to the Decree of the Government of the Republic of Kazakhstan dated December 7, 2018 No. 808 "on the implementation of the Law of the Republic of Kazakhstan "on the Republican budget for 2019-2021 "Assessment of the level of knowledge of the Kazakh language of citizens of the Republic of Kazakhstan" is a state item.
According to statistics for the last 3 years, 73,732 people were tested in 2016, 94,578 people in 2017, and 73,341 people in 2018.
Mandatory KazTest for the next contingent:
- applicants to the personnel reserve of the administrative state service of corps A;
- applicants for the Bolashak international scholarship;
- the teachers of the AEO Nazarbayev intellectual schools;
- applicants of the NSC Academy of the Republic of Kazakhstan;
- for students of 11th grades of international schools "Haileybury-Astana", "Haileybury-Almaty".
Scientific and methodological work.
Along with the development of evaluation and measurement tools, the Center actively conducts scientific and methodological work on the development of textbooks for teaching the Kazakh language using the methodology of teaching the Kazakh language as a foreign or second language.
In order to implement the State program for the development and functioning of languages in the Republic of Kazakhstan for 2011-2019, from 2011 to 2018, on the model of continuous education based on the methodology "Teaching the Kazakh language as a foreign and second language", level textbooks were published on 5 levels for teaching the Kazakh language, textbooks for preparing for testing KazTest with the involvement of teachers and scientists of Nazarbayev University, KazNPU named after Abay, experienced linguists Of the international school "Haileybury".
For the first time, the necessary lexical minimum was formed for the adult population, corresponding to each level of knowledge of the Kazakh language, i.e. the minimum stock of words and phrases.
On the basis of state standards, a standard program has been developed with the involvement of centers for teaching the state language in the regions of the Republic. As a result, through the implementation of the KazTest system, a standardized methodology and technology for evaluating the teaching of the state language to adults has been formed.
Today, all Language centers of the Republic teach students with textbooks developed on the basis of the KazTest system.
Students of the University of Budapest and the University of A. Mickiewicz in Poland also study with these textbooks.
So far, 26 teaching study guide for students have been developed and published.
The national testing center has entered into international cooperation with ETS Global, which develops the TOEFL (English language assessment system), the center for teaching TÖMER, research and practice of the Turkish language, and the TRKI center (Russian as a foreign language test) at Moscow state University in order to improve the KazTest system to the level of the world's language assessment systems.
