National qualification testing for teachers of preschool organizations of education and training

 

 

National qualification testing – the procedure aimed at determining the level of professional competence of teachers and equivalent persons holding positions in educational organizations that implement general educational programs of preschool education and training, primary, basic secondary and general secondary education, educational programs of technical and vocational, post-secondary, additional education and special education training programs, according to tests developed by the organization determined by the authorized body in the field of education.

 

The national qualification test for teachers holding positions in educational organizations that implement general educational programs of preschool education and training consists of two blocks, a total of 60 test tasks: the first block "Preschool pedagogy and psychology" consists of 30 tasks; the second block "Methods of preschool education and training" consists of 30 tasks.

 

The total time of the national qualification test is one hundred and twenty minutes.

 

Tasks are drawn up on the basis of existing regulatory documents (standards, standard programs, test specifications, guidelines, technical tasks, etc.).

 

The test specification is a document that defines the structure and content of the work on creating a database of test tasks. The test specification includes the main characteristics of the test as a whole, the content and forms of the test tasks. The specification contains information about the goals, objectives, plan and structure of the test, as well as the main requirements for the selection of test material and the development of test tasks.

Test tasks before entering into the database of test tasks, it passes the first and second examination, the first and second correction, as well as approbation.

 

The first and second examination of test tasks is carried out for the purpose of a comprehensive assessment of the quality of the developed test tasks and their editing. Developers and experts of test tasks are experienced teachers of preschool organizations who have experience in teaching and evaluating the quality of educational achievements, which are recommended by regional and city education departments, and teachers of higher educational institutions are also involved.

Evaluation:

 

For tasks with the choice of one correct answer out of five suggested ones, one point is awarded, in other cases - zero points.

 

In order to ensure compliance with uniform criteria and resolve disputes when evaluating test tasks, protect the rights of test subjects for the period of testing, the Republican appeal commission operates.

 

The chairman and the composition of the republican appeal commission are approved by the order of the authorized body in the field of education.

The appeal is considered in the following cases::

1) according to the content of the test tasks:

- I do not agree with the rationale for the correct answer;

- missing correct answer;

- there is more than one correct answer in the test tasks with the choice of one correct answer from all the suggested ones (all variants of correct answers are indicated);

- incorrectly compiled test task.

 

2) for technical reasons:

- the absence of a fragment or text in the test tasks.

When filing an appeal on the content of test tasks, the teacher indicates a reasoned justification (full explanation). Applications for an appeal on the revision of all test tasks without specifying a reasoned reason (full explanation, step-by-step solution of problems) for each task are not subject to consideration.
