About KAZTEST system

KASTEST system is a system of assessing the state language proficiency of the residents of the Republic of Kazakhstan.

KAZTEST is based on the principles of international systems on language skills assessment, such as TOEFL, IELTS, DALF / DELF, DSH, CELI, TÖMER, TRFL etc.

In 2008, by the Resolution of the Government of the Republic of Kazakhstan No 835 dated September 11, the Concept of implementation and development of the KAZTEST system was approved. The Concept defines the main directions and the ways of implementation and development of the system. For the purpose of implementation the Concept tasks, Agency for Development of the state language, as a separate division of the Republican State Enterprise "National Testing Center" of the Ministry of Education and Science of the Republic of Kazakhstan was established.

Structure of the KAZTEST system

KAZTEST consists of four sections: listening, lexical and grammatical, reading, and writing.

LISTENING

tasks to test your ability to understand short and long-term dialogues, monologues while listening

LEXICAL AND GRAMMATICAL SECTION

tasks to test your comprehension of vocabulary and grammar of Kazakh language

READING

tasks to test your ability to understand the texts on wide range of content and style

WRITING

Writing a dictation or essay on the given topic depending on the level of Kazakh language proficiency

The first section - listening. The applicant's text comprehension is assessed in four levels:

1) fragmentary acquisition;

2) general acquisition;

3) total acquisition;

4) deep critical acquisition.

The second section - lexical and grammatical. The level of acquisition of lexical and grammatical material, language proficiency, the use in communication, application letter with functional and communicative point of view is tested. Test items of this area aim at assessing the level of linguistic competence, the concept of the structure of language needed to solve certain communication problems.

The third section - reading. The goal of the reading section is the perception and understanding the main and additional text information at different levels, the ability to read in accordance with the rules of pronunciation. Identification and evaluation of the level of competence in reading determines the result of the assignment on the following forms of reading:

1) introductory;

2) reading with elements of the study;

3) scamper;

4) reading for specific information.

The fourth section - writing. Written assignments are assessed and verified by the following criteria:

1) grammatically correct writing;

2) content of writing;

3) quality of the use of linguistic resources in writing;

4) degree of autonomy of language use in the writing.

The system KAZTEST is taken on the basis of a system of measurement of knowledge through the levels. The system has the possibility of determining the elementary, pre-intermediate, intermediate, upper-intermediate and advanced levels of Kazakh language proficiency. These levels correspond to the levels European language reference, namely:

Level A1 (Breakthrough) - Elementary level,

Level A2 (Waystage) - Pre-intermediate level,

Level B1 (Threshold) - Intermediate level,

Level B2 (Vantage) - Upper-Intermediate level,

Level C1 (Effective Operational proficiency) - Advanced level,

Level C2 (Mastery) - at this level, the user speaks in Kazakh language at the level of a native speaker.



Procedure of KAZTEST system testing

KAZTEST system testing involves is conducted in two stages:

Stage 1 - defining the level of the Kazakh language (basic knowledge). The test takers are presented test items to determine the level of the Kazakh language on a scale (for example, of the 150 test items tested gaining 110 points, thus, the average level of the Kazakh language is determined).

Stage 2 - Assessment of the Kazakh language proficiency. Test takers are presented test items of corresponding (average) level.

Testing on both basic knowledge and a certain level is based on three sections: listening, lexical and grammar, and reading. In general, the total testing takes 2 hours 30 minutes including 10 minutes to fill in the answer sheet.

Time to complete each section:

• Listening - 30 test items, 25 minutes;

• Lexical and grammatical unit - 70 test items, 60 minutes;

• Reading - 50 test items, 65 minutes.

The testing format is multiple-choice question.

Technology of the KAZTEST system testing 

THE ASSESSING THE KAZAKH LANGUAGE PROFICIENCY OF THE RESIDENTS OF THE REPUBLIC OF KAZAKHSTAN ON KAZTEST SYSTEM

1. General provisions

1. Defining the public services: public services to assess the level of the Kazakh language proficiency of the residents of the Republic of Kazakhstan on KAZTEST system. In this standard, the following terms and definitions are used:

1.1 The service - the result of direct interaction between the executive and the consumer, as well as the executive's own activities to meet the needs of the consumer.

1.2 Socio-cultural service - a service to meet the spiritual, intellectual needs and to maintain the normal life of the consumer. Socio-cultural services can be attributed as medical services, service of culture, tourism, education, etc.

1.3 Consumer - citizen, receiving, ordering or intending to obtain or order services for personal use.

1.4 Provision of services - activities of the executive of the services necessary to ensure the implementation of services. The provision of services can be divided into separate stages.

1.5 Standard for the service - the standard that specifies the requirements that must be satisfied service in order to ensure compliance with its purpose.

1.6 Quality of service - a set of service characteristics that determine its ability to satisfy stated or implied needs of the consumer.

1.7 Journal of claims - special journal for recording data on the test involved in the testing.

1.8 Exam pass - a special form with a photo of the test, which gives the right to enter into the room. In the pass the room number, the date of the exam and other data is identified.

1.9 Test-booklet - a special exam document, which is developed in the National Testing Center for in a strict confidentiality. The test booklet includes all the test items.

1.10 Test - system, differentiated by the level of difficulty of tasks specific form and content, allowing effectively to assess the structure and level of knowledge and skills test in a particular subject area.

1.11 Test item - the minimum component unit test, which consists of a condition (issue) and a multiple - choice question; meets the objective of purity content, logical consistency, the correct form, the requirements of independence, adaptability and efficiency.

1.12 Answer Sheet - a special form where the test takers mark their answers and used for reading on the scanner to process the results.

1.13 Answer sheet fields - special fields on the answer sheet intended to be filled with the names of the following fields: "Last name", "Name", "Nationality", "Ethnicity", "Mother tongue", "Birth date", "Category", "Variant ", etc. These answer sheet fields do not include fields for answers in sections.

1.14 A copy of the answer sheet - a special form on which the test says your answers, designed for self-scoring after testing. It has no legal force.

1.15 Seating list - a list of the test takers with the number of their seats in the room.

1.16 The variant distribution sheet - the table of correspondence of test-booklets to the specific seat number in the room.

1.17 Codes of correct answers - a set of pointers correct answers to all the test items.

1.18 Examination test sheet - a statement in which the test results are recorded officially.

1.19 The map of analysis of test response - a form, which reflects the results of the responses on the test sections.

2. The form of public service to assess the level of the Kazakh language of residents in the Republic of Kazakhstan is a partially automated.

3. Assessment of the level of the Kazakh language proficiency of residents in the Republic of Kazakhstan on the basis of the following regulations:

1) Articles 7 and 93 of the Constitution of the Republic of Kazakhstan;

2) Articles 4, 23 of the Law of the Republic of Kazakhstan "On languages ​​in the Republic of Kazakhstan" dated 11 July, 1997;

3) The concept of the language policy of the Republic of Kazakhstan, approved by Order of the President of the Republic of Kazakhstan dated November 4, 1996 № 3186;

4) State program of functioning and development of languages, approved by the Decree of the President of the Republic of Kazakhstan dated October 5, 1998 № 4106;

5) The concept of expanding the functioning of the state language, improve its competitiveness for 2007-2010, approved by the Government of the Republic of Kazakhstan dated November 21, 2007 № 1122;

6) The concept of development and implementation of the KAZTEST system approved by the Decree of the Government of the Republic of Kazakhstan № 835 dated September 11, 2008.

4. Public services to assess the level of the Kazakh language proficiency of Kazakhstani residents is provided by the Republican State Enterprise "National Testing Center" of the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter - National Testing Center).

The participants in the testing process to assess the level of the Kazakh language are: Ministry of Education and Science of the Republic of Kazakhstan (hereinafter - the MES), the Committee for Control of Education and Science, responsible for supervising the test to assess the level of the Kazakh language, the State Commission for the organization and conduct testing to assess the level of the Kazakh language, the appeal commission, medical commission.

5. Form of completing (result) public services is:

a) in the case of a fixed total score - a state certificate of a certain level of the Kazakh language proficiency;

b) if the test did not get total score - a certificate specifying the points on the sections of the system is given.

6. The public service is to assess the level of the Kazakh language proficiency of the residents of the Republic of Kazakhstan is available for residents of the Republic of Kazakhstan, as well as foreign nationals who wish to study or to engage in certain activities on the territory of the republic.

7. Public services duration:

1) following the date when the consumer submits the necessary documents for the public service to the date he obtains a certificate / reference amounts 35 days;

2) the maximum allowed expectancy time in queue to submit necessary documents - 30 minutes;

3) the maximum waiting time in obtaining the documents - 15 minutes.

8. The public service on assessment the level of the Kazakh language proficiency is on a fee paid basis. The cost of this service ranges from 2 to 3 MCI depending on the total cost of 1 test taker.

9. Place the mandatory placement of standard provision of this public service as a source of information on the procedure for the provision of public services: Astana, Zhenis Avenue, 60, State Enterprise "National Testing Center" MES RK, www.kazakhtest.kz.

10. Applications shall be received according to the schedule of the National Testing Center:

Monday from 9.00 - 18.00.

Tuesday from 9.00 - 18.00.

Wednesday from 9.00 - 18.00.

Thursday from 9.00 - 18.00.

Friday from 9.00 - 18.00.

Lunch break from 12.30 - 14.00.

11. Assessment of the level of the Kazakh language proficiency is carried out in specially equipped classrooms, designed to deliver public services and provides a comfortable and safe conditions of service provision.

2. The procedure for of the public service

12. To obtain the public service the consumer should provide the following documents to in the National Testing Center (Astana, 67 Zhenys Avenue, 3rd floor, office No14, Office for Development of the state language, phone 51-83-06):

- A statement on the provision of public services;

- A photocopy of the consumer's ID;

- A photocopy of the certificate (if applicable), confirming a certain level of the Kazakh language, issued by the National Center for testing.

13. Application form issued by the National Center for testing.

14. All the necessary documents are delivered to the National Testing Center.

15. After admission the documents, National Testing Centre instruct the test takers, pass instructions for the test takers. Afterwards, exam passes are issued, including the date received by the consumer of public services.

16. KAZTEST system testing is held in two stages:

Stage 1 - test items are handled to determine the general level of the Kazakh language proficiency according to the following scale:

Stage 2 - the test taker is given test items of the defined level, corresponding to the table with overall result of Stage 1.

16.1 The abovementioned steps are performed in the following order:

Prior to the submission of the application to take the test, a test taker is to make payment for the services rendered. Test taker fills a receipt indicating the selected services of the National Testing Center "Assessment of the level of Kazakh language proficiency in the system KAZTEST" (Stage 1 or Stage 2 of passing the test) and the requisites of the National Testing Center. The payment document (receipt) is submitted with the application.

The consumer who wishes to know his/her level of Kazakh language proficiency registers in the National Testing Center empowered to assess the level of the Kazakh language proficiency in the ways as follows:

1) he/she arrives in person to National Testing Center at Astana, 67 Zhenys Avenue, third floor, office No14, Office for Development of the state language. The test fills in an application form, which gives officers of the state language development. A sample of the completed application form, as well as information on the regulation of the procedure is posted on the bulletin board of the National Testing Center.

2) sends the documents and the completed application form, a form which is available on the website of the National Testing Center www.kazakhtest.kz. Information concerning the regulation of the procedures for assessing the level of the Kazakh language is posted on the website.

3) sends the completed application form and other required documents on phone / fax 51-83-06.

16.2 While preparing to the test, the test taker wishing to obtain more complete information about the system KAZTEST arrives at the NTC, which can read the description of the contents of each level, the requirements that apply to the test, sample tests, and instructions for the test. Preparing for the test is carried out in such forms as individual and group counseling, training courses, trial testing. On request, the test may, at the National Center for testing:

- To receive the necessary consultations;

- Take courses to prepare for the test;

- Perform (optional on a contractual basis) practice test and review the results.

16.3 The test taker is to arrive at the place of the testing within a specified time no later than 1 hour prior to testing. During the exam, the test taker should have a non-gel pen with blue or black refill. The test takers are allowed to enter the test room one by one. Admission to the examination is carried out in case of the original identity document of the test and the pass. The National Testing Center employee checks the identification of the person being tested on the basis of the identification document. Since the announcement of the exam, the test latecomers are not allowed to enter the test room. The test taker should take place strictly corresponding to the number in the seating sheet. The test taker signs the seating sheet, thus confirming that he sits on the corresponding place.

16.4 Before starting the test, It is need to listen to the instructions, if necessary, to ask questions. to Asking questions during the test is not permitted. Textbooks, notebooks, cribs, paper, reference and methodological literature is forbidden to bring into the test room. Mobile phones are switched off, handbags and other items of the test takers are placed on the separate areas, specified by the employee of the National Testing Center.

16.5 Prior to the distribution of testing materials, National Testing Center staff informs the test takers about the actions which are prohibited:

- Change the place of seating;

- Open examination papers without authorization;

- Exchange of examination materials to other test-takers;

- Use of reference books, electronic notebooks, correction fluid, mobile phones;

- Talk, copy the answers from the others tested;

- go out of the test room at the first and last hour of testing (in the rest of the time up to two test taker are allowed to go out accompanied by a duty on the corridor).

16.6 The test taker is given an answer sheet as well as its copy, and informed about the rules of the filling the fields in answer sheet. After filling in answer sheet sections, the National Testing Center staff in a strict accordance with the Variant distribution sheet, starting with the seat number 1, distributes test-booklets. After the distribution of test-booklets, test takers sign the Variant distribution sheet and pass it to the test taker next to him/her, starting with the seat number indicated at the top of the list. At this point, the test taker needs to check up the number of his/her location and the number of his/her specified variant in the Variant distribution sheet, and then write the name and sign. In case the test taker has a different variant, he/she should immediately inform the National Testing Center staff, do not sign and wait for the decision.

Test taker rewrites the variant number from the test-booklet to the answer sheet, and fills the title page in the test-booklet. While filling service fields, the National Testing Center staff has the right to give him an explanation for completion. After filling in the sectors, the National Testing Center staff announces and write on the board starting and ending time of the testing. Since that time, all the questions and explanations stop. The test performs the task, noting in a test-booklet right answer, fills in the fields in section Listening, vocabulary and grammar, reading, in accordance with the correct answer. In case of erroneous filling, the test taker no new answer sheet is issued. The test taker performs tasks on the section "Writing" on a special sheet for written assignments.

16.7 Medical commission operate during the test. If the test taker during the exam felt deterioration of health, he/she must be provided the first aid and call medical professionals, members of the medical commission. After inspection the test taker done by the doctors, he/she is provided first aid and medical conclusion is recorded. Referring to the medical committees, state commission decides the test taker to retake the exam.

16.8 National Testing Center staff is not allowed to leave the test room while testing. In case of the violation the rules of the test at the National Test Center staff warns a Chairman of the State Commission. Allocated time to perform tasks on 3 section is 2 hours 20 minutes to fill the answer sheet 10 minutes. "Writing" section time ranges between 30 and 50 minutes depending on the level of language proficiency (elementary level - 30 minutes, pre-intermediate and intermediate levels - 35 minutes, upper-intermediate and higher level - 45 - 50 minutes). The test takers are informed about the expiration of the time for 30 and 10 minutes before the exam ends. After the expiration of testing time, 3 last test taker should leave the test room together.

16.9 At the end of the time allotted to perform the tasks on sections and filling exam answer sheet materials (test booklets and answer sheets, questionnaires) shall be given to the National Testing Center staff, who conducted the examination. After the testing, exam materials are delivered to a special room of the National Testing Center. National Testing Center programmer runs the processing of results.

16.10 The test taker can see the exam results on the day of testing after 6 hours on the bulletin board or on the website of the National Testing Center. To evaluate the results of the test taker, the following is taken into account:

The KAZTEST system levels for the test taker has identified the threshold sufficient grade - 60% correct answers out of the total number of test items in accordance with the following table:

16.11 In assessing the results two levels are identified: satisfactory and unsatisfactory. To obtain a satisfactory evaluation it is necessary that the number of correct answers for each section was not less than 60%. In this case, the test-taker is given a state certificate to confirm a certain level of the Kazakh language proficiency (see. Appendix 1). Certificate is of unlimited duration. If the test gets unsatisfactory result, he/she can be retested not earlier than 3 months. In this case, the test-taker is given a certificate of passing the test with the number of points on the blocks of the system (see. Appendix 2). Certificate is valid for 2 years and may be presented at the retake.

16.12 National Testing Center within 5 calendar days after the exam provides the test taker with the state certificate of a certain level of the Kazakh language proficiency or certificate indicating the points on the sections of the system. Information concerning the readiness and timing of issuance of the certificate / certificates can be received on phone 51-83-06. certificate is issued in the case of the personal presence of the test taker or the presence of a power of attorney at the address: Astana, 67 Zhenys Avenue, 3rd Floor, State Enterprise "National Testing Center" MES RK, office No 14, the Office for Development of the State Language.

17. The reason for the failure in obtaining public services is failing consumers with the necessary documents, the rejection of consumer services, the absence of the consumer in the exam.

3. Principles of functioning

18. Principles of functioning, which is guided by the public authority in relation to the consumer services:

- The protection and confidentiality of information about the content of the documents of the test;

- Comprehensive information about public services provided;

- Preservation of documents that the test has not received in a timely manner;

- Transparency of the provision of the service;

- Ensuring the secrecy of examination materials;

- The politeness of the staff providing public services;

- Ensuring a comfortable and safe environment in the places of the exam.

4. The results of work

19. The test taker assesses the quality of public services for the following:

- The availability of information about the procedure and the results of the examination to assess the level of the Kazakh language;

- The quality of the public service: the organization and conduct of the examination to assess the level of Kazakh language proficiency;

- Timeliness of the public service: within 35 days after receipt of admission to the exam;

- Correctness of tests to assess the level of the Kazakh language proficiency;

- Compliance with the members of the state commission testing technology and regulatory instructions for assessing the level of the Kazakh language proficiency.

Computer KAZTEST system testing will help you easily determine your level of competency in the Kazakh language. The software allows you to check how well you can listen to  dialogues and monologues, own vocabulary and grammar of the Kazakh language, and set the level of development of reading skills.

Your score on this test will show how well you can speak in Kazakh language, and give recommendations for further study of the Kazakh language. After the testing is complete, the user is able to view and print the test results in the form of reference information or statements.

The user interface is made in the Kazakh and Russian languages.

The software is very easy to install and use, operates at the minimum hardware requirements of the user.

Software "Interactive trial testing to assess the level of the Kazakh language proficiency"

Software "Interactive trial testing to assess the level of the Kazakh language proficiency" is designed for trial testing to determine the level of the Kazakh language. The software is easy to install, setup, maintenance and administration, has developed, intuitive graphical user interface and administrator. Software is made in accordance with the standards of open systems, working in client-server architecture between the subsystems in the presence of data transmission network. The system is implemented on an industrial platform, one of the world vendors and built using industrial database. As the database server, a database management system FireBird 2.5 is used.

The software is designed in a modular fashion. Each of the modules in the software provides the user with certain features. The project developed three modules:
- Computer work station "Databases". The module is designed to maintain a database of test items (adding a new test task (text, graphics, sound), the adjustment of existing job, deleting a job from a database, directory maintenance themes, subthemes, stats passing the test, registration authors tests.
- Computer work station "Managing the testing process." The module is designed to record and maintain a database of participants interactive pilot testing, planning the next flow testing of the exam, the test input responses when paper technology, the formation of the tests and print the examination sheet.
- Computer work station "Interactive testing". This module is designed for interactive testing directly on the computer.

The Software provides protection from unauthorized access by unauthorized persons, including the test and maintenance personnel system. The software interface is made in the state and Russian languages.

National Testing Centre organize and run the installation duplicating software package on DVD in an amount of 5 000 (five thousand) copies in DVD-digipack packaging. Regional training centers of the state language, the central and local executive bodies to ensure a sufficient amount of the installation software package.
